Check Gitea Actions status for the `owner/repo` the user names.

1. `gitea_actions` action `list_runs` (newest first). If that 404s, the instance is older than the runs API — say so and list workflow files under `.gitea/workflows` or `.github/workflows` with `gitea_contents`.
2. For a failed run, `get_run` and `list_tasks`. Summarize which jobs failed and the first error signal.
3. Suggest `rerun` only if the user asks to retry. Do not print secret values or fetch runner registration tokens.
