Create an issue on the Gitea `owner/repo` the user names.

1. Confirm instance with `gitea_whoami` if the host or user is unknown.
2. If they want labels or a milestone, list them first (`gitea_issue` `list_repo_labels` / `list_milestones`).
3. `gitea_issue` action `create` with `body.title` and `body.body`. Add `labels` or `milestone` only when the user provided them.
4. Return the issue number and URL. Do not close, delete, or bulk-edit other issues.
