gitea-create-issue Create a Gitea issue with title, body, labels, and milestone on the configured instance

Create an issue on the Gitea owner/repo the user names.

  1. Confirm instance with gitea_whoami if the host or user is unknown.
  2. If they want labels or a milestone, list them first (gitea_issue list_repo_labels / list_milestones).
  3. gitea_issue action create with body.title and body.body. Add labels or milestone only when the user provided them.
  4. Return the issue number and URL. Do not close, delete, or bulk-edit other issues.
